Clare joined Timewise in 2023, bringing a decade of expertise as associate director and researcher at IPPR, where she built a strong reputation in employment, labour market and skills policy. A former Cabinet Office adviser, she is also co-founder of Workwhile, which partners with employers to improve work quality and develop apprenticeships. Clare has led influential research programmes on economic security, welfare and public services, and has authored over twenty publications on these topics. Clare has appeared often on national media, including appearances on BBC Newsnight, Radio 4 and Channel 4 News, and written for the Times, Guardian and New Statesman.
