Clare joined Timewise in 2023. Before joining Timewise, Clare was an associate director and researcher at IPPR (Institute for Public Policy Research) for a decade, gaining a reputation as a leading expert on public policy, including the areas of employment, labour market and skills.
As well as having worked in government as an adviser to the Cabinet Office, Clare is co-founder of Workwhile, an organisation working with employers to create apprenticeships and improve work quality. She has a background in leading large-scale and influential research programmes on the welfare state, economic security, work & skills and public services. Clare is the author and editor of more than twenty pamphlets, chapters and essays on these and other topics.
Clare has appeared often on national broadcast media, including on BBC Newsnight, BBC Radio 4 Today programme, BBC, ITV & Channel Four News and Sky News and has written and presented several programmes for BBC Radio 4. She has written on public policy issues for the Times, the Guardian and the New Statesman among other publications.
